Yes — Zagreb Airport started fully applying the Schengen border rules on 26 March 2023. If you are arriving from another Schengen country there is no passport check; if you are entering or leaving the Schengen Area here, expect the standard EU border checks, including the newer Entry/Exit System (EES) for non-EU nationals on short stays.
