Yes. Since 1 March 2020 Luxembourg has been the first country in the world with nationwide free public transport, and that covers the tram and city buses right outside the terminal — no ticket needed for tram, bus or train travel within the country (1st-class rail seats are the one exception). The free travel ends at the border, so a cross-border ticket is still required beyond Luxembourg.
